Audible worked beautifully with iTunes. But then Apple got rid of iTunes, requiring you to use Books.app to listen to audiobooks, and Books.app does not work with Audible. It seems to be a DRM authorization issue. Apple blames Audible, and Audible blames Apple.*

Has this issue been resolved with Ventura?

It is working for me. I had to authorize to refresh. Cider got in the way, so I deleted it and its Application Support cache, then restarted Safari.
There was an issue with the Audible books not showing after drag'n drop. I simply created a Collection and dropped them into it. The books became visible there and played.

So it didn't work for you in Monterey, but is working in the Ventura beta; or it's the same behavior for you in both?

Never used Cider, so that's not the issue for me.

On my system, the Audible books always show up, they just won't play

Here's the infinite loop of prompts I get in Monterey:
