For me, yes.
As to how to speed it up, I'm sure the only answer is to get the iPhone 6S Plus.
Why does Apple do this...
They probably design the new OS around the newest hardware it will run on.
The 6 plus was always notably slow
For me. Truthfully I felt iOS 9 improved performance though. It certainly didn't feel worse than iOS 8.
Try setting up as new. You can always revert back to your backup if it doesn't help.
Also, just a quick thought, make sure battery saver isn't active.MIGHT HAVE A FIX!
I checked my settings and apparently my profile was a "beta profile"
I deleted it, and my iPhone 6 Plus SEEMS faster.
Will update as I use my iPhone throughout the day!

Low battery mode throttles the processor. I didn't mess with it at all, so I can't say from personal experience, but it stands to reason that you would notice a performance decrease, otherwise it would just be the standard setting I would think.Does low battery mode slow it down noticeably?
I notice lag when double tapping home to get to multi task.
Overall though deleting the beta profile has so far been a win...
9.1 will bring it's speed back. Source: I'm using 9.1 beta 2 and its noticeably quicker overall than 9.0.1.
