The 6 plus was always notably slow
For me. Truthfully I felt iOS 9 improved performance though. It certainly didn't feel worse than iOS 8.

Try setting up as new. You can always revert back to your backup if it doesn't help.

MIGHT HAVE A FIX!

I checked my settings and apparently my profile was a "beta profile"

I deleted it, and my iPhone 6 Plus SEEMS faster.

Will update as I use my iPhone throughout the day!

Also, just a quick thought, make sure battery saver isn't active.

Does low battery mode slow it down noticeably?

I notice lag when double tapping home to get to multi task.

Overall though deleting the beta profile has so far been a win...

Low battery mode throttles the processor. I didn't mess with it at all, so I can't say from personal experience, but it stands to reason that you would notice a performance decrease, otherwise it would just be the standard setting I would think.
 
9.1 will bring it's speed back. Source: I'm using 9.1 beta 2 and its noticeably quicker overall than 9.0.1.
 
I don't have a iPhone 6 but I do have a 5S and mine is a lot slower when playing games. The games are constantly freezing and are choppy. Never had a problem til I upgraded to the latest version of IOS. A little bit BS if you ask me.
