Long time lurker, first time poster.

I've got a late 2013 Haswell Macbook Pro that i've owned for about 2 weeks now.

Specs are : 2.6 GHz i5 / 8GB RAM / 128GB SSD.

Now usually it runs about 95% CPU idle, but occasionally I notice the computer slows down, especially when browsing the net / forums and when images are uploading - when checking the activity monitor there is a visible spike in usage which normally recedes, but today it's seemingly stuttering along while using almost 20% of the CPU?

All I was running with the below screen grab was Safari and the activity monitor :
