My guess is that it is a microwave device used for surveillance rather than attack. If it were a device used for attack, you find people in the military suffering from the syndrome.

Not necessarily.. an intelligence service weapon can be restricted to only intelligence service targets. Like Russian KGB use of poison.

But I also agree it’s some kind of energy device that vibrates the molecules in your tissues which causes damage to cells that either transmit signals or all cells with water in it. The energy device could be tuned to vibrate certain molecules and not so much others. So this could conceal its a simple microwave device if it mysteriously has certain symptoms and not others like a microwave that’s tuned to water molecules (like your home microwave)
 
It occured to me that tinfoil hats might actually become a thing. ?
My guess is that Esteban, the underchef at the Havana embassy accidentally burned popcorn in the cafeteria using an outdated Russian-made microwave oven, causing said device to explode and send out a megaburst of DNA-damaging waves.

No. I arc welded as a kid but that’s it. I’ve had several concussions and one significant TBI. It’s ok to joke about it the brain damage. I’m used to them. ?

I’m pretty thick skinned aka insensitive ? so I joke about most anything and accept the jokes back. My injuries are minor compared to most. ?
