Have any one experienced these glitches? (iPhone 6s,9.2.1)

i was reading some website article,
This one especially,

What i saw, pic was looking like this,(attachments)
I thought pic is old so looking like that, but when i zoomed pic, the glitch moved,
what is that, have any one experienced yet?

Glitch with the photos on that site with those pictures. I se them same way and streaks disappear when inselect the picture. Have not seen that on other sites. Don't think it's the phone, since don't see it anywhere else.
