Everytime I need to DFU Restore my device - I simply plug my powered-on device into my iTunes and hold the power-and-home button until the screen shuts down - and I then keep holding the home button until I hear the device beep on my computer.

However - now I read - that I need to "power-off" the phone first and the do the routine... So all this time I have been doing DFU while my device was powered-on...

Does this matter in any way? Or am I being OCD about this?

I have always done it with the phone turned on as well. As long as itunes reads it as a phone in recovery mode, I think you're all set.
 
Mine was stuck in a boot loop the other day and I entered DFU from the Apple logo. Part of the DFU process involves switching the phone off anyway.
 
So basically it doesn't matter if the device is powered on or off when you do this process. Ok - that's a relief!
