Have to unlock phone for Siri messages now?

I think they changed the messages access from Siri, because Siri will not work unless I unlock phone. I looked under messages snd there is no privions to work when phone is locked?

Siri requires phone to be unlocked

Siri now requires the phone to be unlocked to have her read text messages. On IOS 13 I was able to use my phone Hands Free to read and reply to text messages while driving. I would say "Hey Siri", "Read my last text message" with the phone locked and Siri would read my last text message. Now...
