And you have to tap a couple times to get the bottom toolbar or url bar to appear? Why did they change this? Considering you immediately have to use one of the two no matter what it really doesn't make sense.
 
Didn't Apple open this up to website developers back in iOS7?
I think it's up to each individual website whether the bottom bar appears. To get it back, just tap the top bar.

It's been this way since before iOS 7 I believe. But basically web developers can put the code in to make the website act as a web app (app icon, no safari bars) if you add it to homescreen. What the op is describing is not an implementation of this, because in order for that to happen, he would've had to add it to the homescreen first, which it sounds like he hasn't.
Op, it's been like that since iOS 7. It's just so you can see more of the web page and so the safari bars don't get in the way since usually you don't need them to use the website.

Just to be clear, I'm talking about when you first open Safari to a blank page. If so, why would you need to see more of a blank page?

Seems to show up with the top and bottom bars for me.

how do you even get yours to open with a blank page? Mine shows me the top and bottom bars and my favorites every time I close all tabs and open a new tab.

Ask Apple. This is when I first open Safari.
 
You can remove favourites and have it open to a blank page if you wish.
Yup, that's what I've done a while back. Still, when I open Safari and if it goes to blank page it has the top and bottom bars there.
 
Open safari, then bookmarks, go to the fabourites tab, and then delete each individual 'favourite'.

That's ridiculous. I have favorites because I use them. Why would I want to delete them? Anyhow, it loads both top and bottom menu bars for me along with my favorites so I don't know what's wrong with the OP's phone.

I've had it this way for years. I think the original stock icons I had were Disney and some news site I wasn't interested in etc. They were deleted straightaway!

I keep a lot of work related sites on that first page so I'd like to preserve that.
 
Everyone keep in mind that TH55 isn't running "normal" iOS. He's jailbroken his phone and runs a plethora of non-App Store apps. Likely one of them changed his Safari behavior.

I only actually have 5 tweaks installed, all of them very minor mods. No programs, no winterboard, no themes.

Certainly seems like something like that is more likely given that it's not the behavior the rest of us are seeing.
