Having trouble downloading important brief sound clips from the Music app...they seem to be stuck in the cloud

I am currently trying to do a clean install of the operating system and I have been backing up everything to an external hard drive. However, I have some short voicemails (that I was able to transfer to the Music app awhile back) and they seem to be "stuck" in the cloud. Some were saved as Voice Memos and some were saved as short mp3's. For some reason most of them won't download and they show a little cloud symbol in the Music app. Is there a way I can get these to download?
