Having trouble making a text tone

I made a text tone and ringtone and put them in iTunes,synced up...The ringtone works fine but the text tone doesn't work. when I select it in "sounds" it sounds fine but when I get a text,nothing...any ideas what I did wrong?

I've researched a bit about text tones. Do they in fact have to be .caf files?
if so,how would I get that file into iTunes?
