Having trouble "Saving as PDF"

Hello there,
Whenever I try to print as PDF, the new smaller window that opens up giving me options where to save it, how to save it etc, goes grey and i am not able to click any options, i cant change name, change folder, create new folder, only thing that works is ESC and ENTER keys,
so i'm able to save it only with name already picked and wherever my MAC wants to,
Anybody else out there same issue? just hit file and print on this window you are right now and you should see!

I just tried on my M1 mini and do not have any issues, works as expected. Same as in prior version of macOS on other computers.

OK, if you do it like this, can you then rename the file in the finder and move it where you like?

Does this happen with one or two apps, or with ALL of them?
