having trouble using pkgbackup

I used pkgbackup to back up all of my cydia apps on my jb 3gs and I want to use it to restore those apps now that I've jailbroken my iphone 4; however, it doesn't seem to be working properly. When I hit the restore button I'm getting a message that says "no restore operation was selected". I also noticed that under "Active packages" it says 12 of 12 packages but I assume that only refers to what's currently installed on my iphone, not what I had on my 3gs when I last did a backup. How do I get it to use the contact it created to restore all of my other apps (sbsettings, lockinfo, mywi, etc.)? I believe I had 30-something packages installed before so I want to restore those along with the repos, etc.
