Does this imply that the MacBook Pro’s will display HDR on its internal display?

If your MBP is one of the ones listed (2018 or 2019+), then yes. Apparently only up to Full HD (1920x1080) on the Retina display though.
 
Ok. This is only HDR. would a Dolby vision film therefore still display HDR on the display?
 
Color me, ahem....surprised. I think this is marketing hooey. HDR specs are, to most people, head spinning. But in essence it means way brighter luminance, darker darks, and really good local dimming. HDR-compliant monitors, where you can see a difference, are expensive.

FWIW I have a 2-year old 8000 series Samsung, with HDR compliance connected to ATV4K. I strain to see any difference, if there is any at all, watching HDR content from iTunes.

But if this is something you can see and enhances the viewing experience, that will push my priority for a new MBP!
 
As long as the player supports it, yes, they appear to have some level of HDR/dolby vision support, but right now issue is that very few players do ( eg, vlc or iina do not ). Brightness is only 500nits max though so it's not really 'full' proper HDR, and at least on edge, tone mapping seems to be somewhat broken on youtube hdr.
