They are two separate photos. One is the HDR, one is the normal one. They cannot be merged. The option to save both photos can be disabled from Settings if you prefer only one copy.

Unless you have it turned off in your phone settings, you will get the HDR and the original. Settings>Photos>Keep Normal Photo> On or Off.
