I've had this problem ever since iOS 8 came out, but wasn't using the Health app on my iPhone 5s much until recently.
What happens is two things:
Sometimes the dashboard will be empty. Force closing the app and reopening it sometimes works to re-display them or re-adding items or just waiting for a while.
Also, the graphs take a long time to draw. Sometimes it seems like 30-45 seconds. Seems an awfully long time for data that isn't changing that often. You'd think they'd cache the old graph, display it until it updates it, then display the updated graph.
Anyone else seen this problem?
EDIT: Wouldn't you know it... 8.2 seems to be a lot faster in drawing the graphs.
