I've set up the stock heart rate complication on my Utility face and all I see is a heart shaped icon without any meaningful information.

How is it meant to work? If I tap on the icon I get taken to the heart rate app but surely the complication icon should be showing realtime information itself?

Depends on the watch face that you use. Most of the watch faces you use there's only the icon. If you use the modular face or utility face then yes it should show more information.

I am using the Utility face and yet it does not show any information. Even if I switch to the modular or the new activity face the complication does not show any information.

Hmm that's weird then. I'm running watchOS 3 but haven't used that complication yet. Maybe it's not fully functional yet?
 
I use HeartWatch as that shows last checked BPM. I think most first party complications are there as shortcut icons.
