Seems like Apple has a major cooling flaw. This is when the CPU is under load when a guest VMware os taking 100% of the cpu.

I smell poor thermal management, hence the heavy throttling.

Will Apple ever put a proper cooling vent on the back?

This on a MacBook Pro 11,3.
 
Well, this is how the TDP designed from Intel are supposed to work.

Drop power to decrease frequency and in consequence reduce temperature.

The reason to your processor are throttling could be related to the GPU uses. The same heat pipe goes through CPU & GPU.

If the 750M GPU gets too hot, it will force the CPU to throttle down.
