I am going back from Big Sur to Mojave.

1) I noticed when I clean installed Big Sur that there is a minus (-) icon when you are in disk utility, Is it safe to use that to completely remove the Macintosh HD Volume ?
And then create a new volume in Mac journaled format and install Mojave there ?


2) When you start using Mojave will system software automatically warn you about Big Sur upgrade and force you to update ?
Can I ignore it ? Will there a badge number in system preference icon on the dock ?
Is there any other update I should ignore too ?

Not sure about the first question.

Yes, your Update pane will tell you there is an upgrade available. It cannot force you to download it. You can ignore the badge, and there are some who have figured out how to make that disappear. I couldn't get the command (in Terminal) to work, so I just know that I only need to look if there is a 2 instead of a 1 there. So the pane is not a pain for me.
