This is very strange. I plugged in my camera to import some items a minute ago, to find that my iPhoto library was completely empty. No photos, no albums:

All the photos are still on my hard drive in the Pictures folder, but how do I go about re-importing/recovering them to iPhoto, and regaining all my albums and settings?

It should be as simple as going under the File menu and selecting "Import to Library". I've had something similar happen to me and done this although it did import all my photos, my albums were gone so I had to reorganize them.
 
Hold OPTION as you start iPhoto up and it should give you a screen asking if you want to open a library form somewhere. Select the appropriate location and you should be set. Of course, hopefully you've got this all backed up. ;)
