Help, apps wont display properply, springboard still shows

I decided to let my battery drain today and when i charged it and turn it on the apps wont display properly and i can still see the springboard, im jailbroken on ios 5 if that helps. Attached a photo too.

I'd try posting this in the hacks forum. My suggestion would be a restore? Or if this is a tethered JB I believe you'll need to do it again if you let it die.

ok i tried to reboot with no effect, and when i try to restore i get the error 3194, all the solutions online have no affect and i cant restore now.
