Help, apps wont display properply, springboard still shows

I decided to let my battery drain today and when i charged it and turn it on the apps wont display properly and i can still see the springboard, im jailbroken on ios 5 if that helps. Attached a photo too.

If you have JB restart in safemode than reboot, might solve problem

still doesnt solve, everything is normal in safemode but the reboot didnt fix it

uh i think he meant respring.... safe mode then respring
(worked for me when i did it a while back... update your winterboard, i haven't had it happen ever since updated winterboard)
