Is there a way I can burn an audio cd of .ogg files with what is included in OS X Tiger or will I need to purchase a program? If yes, are there any good freeware programs? Will I need an addon for the ogg format?

Lastly, how can I crossfade tracks on this CD?

Try Burn. It's an open-source burner for OS X. http://burn-osx.sourceforge.net/

To make an audio CD of .ogg files, I'm guessing you'll need to convert them to .wav files first. You can find free converters via google. I'm not sure about the crossfading part, but I think you could do that (and the burning, too) in iTunes.
