i havent tried to change my springboard wallpaper in quite some time so i dont know when the problem started.

In the past when i tried to change my wallpaper i remember that it asked me if the change was going to be for the lockscreen or springboard or both.... Now when i change the picture it doesnt ask... it just changes the lockscreen background.

Any ideas? i did a search and couldnt come up with anything.

im using an iphone 4, 4.1 jailbreak.

I know you have a 4G (I have a 3G), but when I jailbroke with redsnow, it asked me if I wanted the "Change Wallpaper background" option right at the end. I ticked it and it works fine on my iPhone. What did you JB with?

Otherwise, you'll have to use WinterBoard to manually theme the wallpaper into the background (name it Background.png).
