I don't think I'm using the right term for this, but does anyone know how to disable the automatic window expansion that happens when you move an app's window around near the menu bar?

When moving an app window to butt up against the menu bar, the outline of a grey box briefly appears on the screen, and then the app window expands to take up the whole screen. This is incredibly annoying, because I have to manually unexpand it each time it does this.

Does anyone know how to disable this feature?
 
Set System Preferences > Desktop & Dock > Drag windows to menu bar to fill screen to OFF.
