Help finding US ADC store

So I have seen the student developer program in which you get a one lifetime developer purchase, however I cannot seem to find both the student developer program application link let alone the US adc store.

Can someone please point me to the signup and the hardware store.

There is only one developer program now, and it's $99/year for individuals. There is no longer a hardware discount. http://developer.apple.com
