Well my iphone is stuck on the apple logo! I can't lose my contacts! Is there any way I can backup what's on my phone?! Is there anyway I can get my contacts!!?

If you plug it into iTunes, does it see your iPhone? Or have you synced/backed up your iPhone lately?

I don't have a backup as I just reformatted my PC yesterday. It only recognizes when in recovery mode

Then they might be gone. If you want to try getting it out of recovery mode, download Firmware Umbrella, run it with your iPhone plugged in, and click the "Kick device out of Recovery Mode" button. If that doesn't fix it. They are truly gone.

Alright so I just ran the program. It still remains at the apple logo and doesn't change.

So there is no program or anything that can somehow get my contacts off the iphone?

It's a jailbroken iphone 4 if that helps

If you installed OpenSSH try connecting to it via SSH. If it isn't there then they are finally, really, completely gone.

Its times like this I love the fact I use mobileme, i love the fact i buy it off ebay so it only costs me 50 bucks (Australian) and I never have to worry about this. I see so many people go through the same issue.

So because your iphone is jailbroken is it assumed knowledge that you know how to access it in recovery mode?
