Help! Getting notifications even when they are turned off

For some reason, even if I turn off notifications for certain apps, I still get banner notifications or vibrations for them. Why, and how do I turn them off? I even see them in the "not in notification center" list.

This seems to be a bug in certain apps. The only way I have been able to fix is is to delete and reinstall the app. Make sure your icloud setting for the app are also wiped before doing this.

Can you delete and re-add the mail app?
