HELP! iOS 11 Terms & Conditions Loop

OK, iOS 11 sucks thus far. . . I can't do anything as New iCloud Terms and Conditions box keeps popping up. If i hit NOT NOW it pops right back up. . . if I hit VIEW TERMS it takes me to Settings and when I click Terms and Conditions, nothing happens. Once I leave Settings, that window keeps popping "New iCloud Terms and Conditions" NOT NOW or VIEW TERMS. . .

I have an iPhone 6S. . . HELP! how do I go back to iOS 10?
