iPad mini Help! iPad Mini won't download new apps!

My wife mentioned the other day that our iPad mini won't download new apps for some reason and I' stumped. We have plenty of room too. When she clicks on download it starts to spin and then stops. However, if she downloads a new app to her iPhone and then goes into the App Store on the iPad she can then download it that way... anyone know what's going on here?

It sounds like an account issue. Logout of the App store on the Mini and sign back in. If that doesn't work connect the iPad to iTunes and see if it request to be authorized to the Apple ID account.
