HELP iphone stuck on itunes symbol

Hello this is my first post sorry if I do anything incorrect :)
I am having trouble restoring my iPhone 3gs every time I restore it an error message 1611 will pop up and the iPhone will still be stuck on the iTunes symbol any help will be appreciated.
