I'm on my iMac (27", 2011, 10.9.1) and I'm using the F8 key on my keyboard to toggle iTunes (latest version) between playing and pausing. Pausing works just fine, but when I press F8 to resume, iTunes skips ahead 1-2 seconds in the audio track.
I'm not listening to music here. I'm listening to voice recordings I made and need to transcribe, but the 1-2 seconds of audio I'm missing when I resume playback means I constantly miss a word or two and have to go backward. It is a HUGE hassle, and I know for a fact that a little over a year ago (October 23, 2012 to be exact) I did not have this problem. iTunes used to resume playback EXACTLY where I paused it, but now it skips ahead.
