Help: Keyboard / mouse preferences have gone.

A while ago the batteries in my BT mouse finally died and that made me wonder how the batteries were doing in the keyboard. I went to System Preferences to discover the Keyboard and mouse icon had gone.

This is on my Quicksilver running 10.2.8.

Has anyone got any ideas why this has happened and how to restore them?
Would I have to do a reinstall?
