I am trying to load a clean valid copy of OSX on my older clamshell. It will take up to 10.3 and that is what I'm using. I keep getting this error " Startup Disc was unable to select the install CD as the startup disc" error (-2). This occurs after the software requests restart to start the process.
Any suggestions please!

Which OS X are you trying to install?

Call Apple and ask for replacement install disks, they are about 20$ or you may get them for free if you tell your situation.

10.2 install discs one and two. And apple will only send out replacement discs if the were part of original purchase

Sounds like the install/startup utility that you are running from inside OSX is unable to change the settings for the startup disk. Try manually rebooting from the CD, or change the startup disk yourself in System Preferences.
 
Try resetting the PRAM. (Does the Clamshell have PRAM?) Hold command+option+P+R from when you hear the startup chime until it sounds again.

Are you using a retail copy of the OS?
