I have an iPhone, an iPad and MacBook on the same Apple account and I pay for extra iCloud space so I have 200GB on iCloud.

For a long time I have been unable to automatically back up my iPhone to iCloud because between my two idevices I had used way over 200GB of space. I have since been through a deleting binge.

iCloud+ says I'm using 199.6 GB of 200GB

On the iPad I'm using a total of 45GB internal storage.

On the iPhone I'm using a total of 66GB of internal storage.

Not everything on internal storage is saved to iCloud (such as Apps) yet the total internal storage of iPad and iPhone comes to 111 GB which is considerably less than my iCloud maximum. I've been on both devices and deleted so much data yet how come the iCloud storage amount remains at 199.6GB?
 
The MacBook. Review your iCloud Drive usage. A particular annoyance is when Settings > Apple Id > iCloud > iCloud Drive > Desktop & Documents Folders is enabled. The first thing I do with any new Mac signed into iCloud is turn this off.
