I setup a caldev account for my google account, however my ical information is not syncing to my google calender.

I'm not sure if i need a paid subscription but under availablility under ical's prefs for the caldev it says "availability is not supported on the server for this account"..

can someone help me out?

If you want a one way synce (ie google events show up in ical but are read only or visaversa) google has help documents on how to set this up.

However, if you want two way syncing so you can edit in either location and have the changes show up in both. Then you have only one choice. To pay for SpanningSync. It is $25/year or $65 for a lifetime use and works decently well. It is also fairly new so is also rapidly improving.
