Just a quick summary of my current situation:

1. On my old Macbook which still ran iPhoto I did a backup of the entire photo library to an external HDD

2. Because the hardware hadn't been updated in ages I decided to wait until the next update to buy a new Macbook.

3. When I finally purchased a new Macbook iPhoto was no longer the default photo program and has been replaced by Photos.

Is there a tool or a proven way to import my previous photo library from iPhoto to Photos?

(Not sure if this detail is important, but back then I stored everything locally but now I use iCloud with Photos.)
 
If you just start Photos is should ask you if you want to convert the old iPhoto library to a Photos library.

Just move your iPhoto Library file into the Pictures Folder on your new Mac, and then as Weaselboy says. After you are happy that your photos have been transferred to Photos, you can delete the iPhoto Library file.
