I have an .mpeg file that says it is 29.97 frames per second, but when ever I press play, it plays at about 23.976 frames per second. I'm trying to convert the file to an .mov file that is 23.976 fps and plays at 23.976 fps, but every time I try the result looks choppy. Does anyone know how I can convert a strange file like this to a proper, 23.976 fps file, preferably an .mov? Thank you!

More info would help. What program are you editing with? In Premiere, you would want to select "interpret footage as 24p" inside a 24p project, and export at 24p as well, for example.
 
There is a lossless way of setting framerate in MPEG files that I like, but it can be really daunting for inexperienced users. It involves demuxing and then editing the header of the video track.
