Since upgrading to 16.0.3 dictation/Siri/text to talk completely stopped working. Been on the phone with Apple support twice. They have no clue.
 
I updated my 13PM to 16.0.3 and all those services are working for me as normal. I'm assuming you've already tried powering down and rebooting the phone? You might also try a force restart:


So what's actually happening, say, when you tap the voice dictation button in Messages? Does it make the sound indicating voice dictation has started but then fails to actually dictate your voice? Or does the button not even respond?

Hi. Yes I have done all that. Turned Siri on and off twice, disabled dictation and the rebooted phone. Then turned it all back on again. Even reset me network settings. Checked the keyboard and privacy settings too. The little mic with the x next to it appears when I hit the dictation microphone icon, it spins for half a second and then does nothing. Also Siri not working at all on 11pro max now. Siri just spins and says “something went wrong”

The only thing I know left to do is restore the phone to factory settings then restore back up from iCloud. The Apple techs were very nice but they are stumped too. I checked my microphone by creating a voice memo. So it’s not clogged with debris or something 🤔 any ideas? Thank you.

Unfortunately I don't see anything else you could do at this point other than try the full restore. If that doesn't work, then I'd assume it's a hardware issue.
