I recently bought it and put my sim card in it. it froze after i tried to restore all the settings/ delete all the contacts. Now it is stuck on the apple with the spinning thing. I didn't drop it or anything. HELP!

Common problem if you select restore settings from the phone itself instead of letting iTunes do it, especially if it had bee running a JB.
Connect it to iTunes and see if it will let you restore it.
 
If that doesn't work, go into DFU mode (various ways of doing it, Youtube is a good source) and do a full restore via iTunes.
 
I have a 3g phone, it has the same issue. when I turn it on, it shows the apple logo for a while, then the spinning wheel shows up and stuck there for about 5 minutes, then it start all over again.

my PC won't recognize it when plug it in. I tried DFU mode, hold the home button while plug it into my PC. No matter what I do, my pc won't recognize or detect it.

Anyone has similar experience with this?
 
Are you sure you're doing DFU? The home button alone won't initiate DFU.
