I am trying to navigate a large PDF file and there is no navigation bar (no back, forward buttons or page number). The "hide toolbar" under the "view" menu is grayed out and command+B doesn't do anything. I really need it soon, so any help would be much appreciated.

Right click on the toolbar area and choose Customize Toolbar. Or use View Menu>Customize Toolbar.

Hmmm...the "customize toolbar" option is also grayed out and there is no toolbar area, it's gone.

What happens if you try to view a picture instead of the PDF? Same? Quit Preview.Go to Finder(yourname)>Library>Preferences>com.apple.Preview.plist and moving it to the trash. Re-open Preview.
