Did you buy your 4S new? Where did you buy it from? Are you still under contract?

I think it depends upon how much time is left on your present contract. AT&T has been known to, in the past, allow customers to upgrade if they signed up for another 2 year contract. But only those with just a few months left on their present contract.
Not sure about Verizon.
