Help new harddrive need to recover data from time machine.

Hello everyone

I just installed a brand new Scorpio 320GB. I need to recover everything from my time machine backup. How do i do that?
I turn on the macbook pro and nothing happens I put in the OSX reinstall disk. I get the grey screen, then the apple screen comes up but nothing happens.
Do i need to push something to get me to disk utilities?
