Help: Paying by Paypal to iTunes

Hey, I've validated a pre-approved billing agreement in paypal for iTunes but whenever I go into the store to pay using paypal, I click on the tab, it asks me to validate again. Anyone help with where I'm going wrong here?

True that. I've now moved onto trying to buy gift certificates off of people (as I live outside the US) Anyone able to help? I can pay by Paypal
