HELP!!! Problem with access permission

I have a mac os x server el capitan with 60 machines attached to it. Users log on to machines through users created on the server. I need to access from a machine all the users already logged in to the other ones to insert content, but when I try to access it it presents the following information: "you do not have permission to access this server". I can usually access the local users of the machine. I can not use or share the screen, but not connect as, using server network server. Is this possible? As?
