so I want to sell my macbook and I'm going to reinstall mac os tiger, but I need to know if I can reinstall it so the next time (buyer) turns on the computer it shows the welcome screen and allows him to make his own account...thanks

yes you can, just put the disk in after backing up everything you need reformat the HD, and install it from the disk.

Yes. After installing, when the Setup Assistant appears, press Cmd-Q (or it might be Shift-Cmd-Q) and it'll ask whether you want to shut down. Next time you turn it on, the assistant will reappear.
