Help removing sticky window on MBA Screen

A small window has attached itself on my MBA screen its reads "CLOSE" Only way I can get rid of it is to restart.

Any help understanding why, how this happened and how to correct (for a non tek person) appreciated.
Have good weekend. Thank you. Posted previously on another MR forum, lots of looks no replies. Thank you for any advice help in correcting this and understanding how it came to be.
