I recently had to reformat my drive and restore from a Time Machine backup. Everything seems to have gone fine except for one odd issue. The items on the right side of the menu bar are cycling in and out. When they appear, if I try to click on one, I briefly get the corresponding dropdown menu, but then all the items in the bar disappear again. They cycle back up after several seconds, starting with the spotlight icon then all the others. They only appear briefly before disappearing again. I've tried all the settings I know to try and searched for info on comparable problems, all to no avail.
