I am receiving an iPhone 5 from Apple as an Applecare replacement. Would I be able to sell this one? Would it be unlocked? I would like to change the color..

Sure you can sell it. The Verizon models are unlocked.

Are all of the Applecare refurbs unlocked? And would the Applecare go with the device to the next user?

Not sure, but I know all Verizon models are carrier unlocked. Applecare is tied to the device.
