Help setting sleep alarms

Typically I don’t have an alarm set on my phone, instead only setting an alarm natively on my watch. I’ve been trying to set an alarm using the wake up setting however I cannot get the alarm to play on my watch, instead it ONLY alerts on my phone.

Additionally, the “sounds and haptics” setting below is at “none.” When I change it to anything it reverts to none when I exit the menu.

I select it like this and it tap on my watch only, no sound on both watch and iPhone.

Do you wear your watch to bed? I think the sleep alarm assumes that you will be wearing the watch. If you aren’t wearing the watch then I believe that the alarm will sound on the phone.
