Help to locate "browser" like app that can load LOCAL htm files?

I am looking for a browser-like app (preferably universal app) that can load LOCAL htm or html files which I would previously upload using either iTunes or SSH (if device is jailbroken). I want to load the file in the browser using commands such as file:// or local://. I know that Safari cannot do this. Is there any browser that can do this? If no such browser such this loading method, what are the alternatives?

Have you tried Mercury? I know it can access local files (or dropbox), not sure about html specifically.
